I think on some issues you can have a democracy by lots, but it's really you have to pick the issues very carefully. The importance is to clarify the relationship between independent authorities. You are not going to have a global democracy because there is no such thing as a global community. And i started my political life being much quite a federalist on europe, and i have anged.
