Webpack v and Turbo Pack
Rust is a good option, I think. With WebAssembly, you can even buy on something C Sharp too if you don't know. Turbo Pack focuses on almost their entire features to not exist in Webpack v1 nearly. NX is another monorepo tooling in the same category as Learnout and TurboPack or TurboREPA rather. Personally, if I were to start a greenfield project, I would probably pick TurboPack, at least by the speed comparisons.
