And often these are pet projects, wey, so th some person higher up thinks that or even in the case of cities, ilthis becomes like a maoral prerogative. The idea is that if you prosecute the smaller crimes, the larger crimes wolt, happen for a variety of reasons. But why was this a thing? Like why this specific theory warned their other other approaches than they could have used.
