AI is overwhelmingly built out of pilot error programs, and that's why most of them work in a tractable amount of time. That should be zero surprise, but it surprises everybody in both camps, the Deutsches camp, the critical rationalist camp, and the AI camp. To make AI work, you have to keep the search space narrow. So how is it that humans go about doing this? Well, we're not doing anything magic, right? We can't violate the limitations of computational universality.
