Ruby Gems

CPAN is actually named after CTAN, which is for latex packages. And so that was like the original one. NPM kind of like learned a lot from Ruby gems, but also had its own neat thing and then cargo expressly went after those as well. There's definitely a bunch of them. The problem is actually a lack of standardization, a lack of everyone getting on board with using the same one.
