The Role of the Rest of the World in Catching Up

A lot's been made of how the rest of the world has caught up. How poorly they played in this world cup, how much of it is them? There are barriers that stop other people from catching up to us in basketball. But there's a real chance that we could just like go into the pack for a soccer.
