I think we all share the prior that voters are thinking a little bit about the bottom line when they are voting or selecting the leader. So you know presumably if people vote for the co-ethnics is because the distributive aspect is very important and they worry that whatever goods are going to come to their slums will be distributed along ethnic lines.
