A woman named luisa de abrego and miguel rodriguez had travelled together from spain to florida. It seems that these two people might have left europe and gone to florIDA for more freedom,. So in this way, the colonies offered a sort of escape valve. The main purpose was as a military and naval base to fend off possible piracy or attacks upon the treasure fleet.
