I don't know that China say in what Putin does. It certainly has leverage and influence because the Russian economy likely would have already collapsed if it were not for China opportunistically being willing to buy and import lots of cheap Russian commodities. But I think they might be a little bit confused themselves. You've seen them hedging their bets in the last couple of months.
