Sen. Chuck Schumer is trying to use the same cloture process for military nominations as he uses for federal judges. But Sen. John Cornyn and Sen. Rich say they don't want to politicize that process, which has never been used before. A provision in a House Armed Services Committee bill would stop Pentagon from paying troops' travel costs or providing them with leave. President Obama wouldn't sign it into law; even if he did, Congress could not override his veto.
