The Cambodian Resistance Tribunal
U.S., Thailand, China, Singapore, Malaysia, France wanted to oppose Vietnam's occupation of Cambodia and its connection to what was seen as a move of an expansionist move by the Soviet Union. So they decided to organize a resistance government in exile that included some elements of the royalists,. The party of Prince Sienoku had originally governed independent Cambodia. It also included some right-wing groups that were sort of the descendants of the La Nol regime in the early 1970s. And the other major faction was the Khmer Rouge. They were convenient as a way to weaken the Vietnamese and thereby weaken the Soviet Union in Cambodia.
