Even if they're not hypoxymic, something like significant atalecticis or a large compressive effusion can cause elevated pulmonary pressures simply because you are losing some vasulature. The other relates to pulmerater regulation. When an area is not ventilating, the blood vessels constrict and it is harder for blood to flow through them.
