Is There a Danger in Having a 'Down' Community

There's always good and bad that could emerge aba some new technology or new systems. I think with nice about what the dow structure is, there's a lot of fluidity in it. There's no doubt that some of these communities could go sideways. They could use the capital for nefarious purposes. An no one is suggesting that may not inergesite with anything really. So i wonder, and this is an hypothesis, but having more folks that are invested in a community, able to govern that community might dampen some of those negative effects.
