I have for many decades been touting the attractions of what's called progressive consumption tax. The way it works is fairly simple: You report your income to the tax authorities as you do now. And then we take a big standard exemption off of that $10,000 a person maybe. And that's your taxable consumption. It starts out zero when that's a small number and then grows gradually. But only gets big once your taxable consumption number gets really large. At that point it can grow much higher than the tax rate on the next dollar of income.
