The idea is basically like, okay, there's a minority population within the chain that strongly dislike something and really feels that their interests are disproportionately being infringed upon. There's some challenges with implementing a mechanism that is able to kind of enfranchise a minority population. And that is the creation of what's effectively a filibuster. So this is trying to make sure that that a minority population is able to have an outsize voice.
