In New York, illegal storefronts run from California go to every state. As soon as the state says we're having a party, these dudes show up and make a zillion bucks for the first 12 or 18 months so things are happening. Then what happens is the, the system gets stood up and enforcement starts to happen and these guys leave and go to the next state. Now consumers in New York are expecting storefront service.
