The Security Dilemma
There is a concept in political science that's relevant here called the security dilemma, which is that we think of NATO as a purely defensive alliance. Russia views it as offensive. And once you've got all the weapons in Ukraine, some future American president could use it offensively. So what you do in that situation is you assume worst case and everybody does that. This is what I call in my book, The Tragedy of Great Power Politics.
