HIV AIDS is particularly difficult to make a vaccine for because it's constantly evolving. It takes months to develop the vaccine and then manufacture enough of them to have it at scale. Even if people are falling dead in the streets, we might want to screw upon the safety testing. So it's just not safe not to release it.
