Is There a Neutral Rate in the Economy?

I think the Fed basically doesn't have the chops to back away and say, you know, we're going to be discretionary about this after all. I think they actually feel themselves as trapped. The high yield market has shut down its refinancing conveyor belt. Europe has not had a high-yield refinancing in over two months. They cannot handle a higher dollar and higher commodity prices.
