Do you think on a national scale though, a country can actually not try to keep up with the latest technology and in the long run, maintain its sovereignty or do they have to keep up? The way I look at it is it's a bit of an arms race. Unfortunately, nuclear weapons or whatever example you wanna give are very threatening but if you don't have the latest weaponry, you're subject to the whims of the people that do. That's how I see it.
