In New Zealand, the development pathway was always to focus on high school kids. The problem we had by a plenty is that we weren't one of the big five provincial centers. We got really smart at identifying talent down at the 11 and 12 year old age group. It wasn't about payments or contracts or anything like that it was about winning hearts and minds.
