Cities can get low interest loans that are underwitten by the state without having to float a bond. The loane pool facility allows cities to run fibre to every household. Chambers of commerce are very hostile to this for the most part. All of this is modelled on the way telephone electrification was rolled out in the new deal era, where you had municipalities setting up their own phone lines and electricity.
