Peter Schiff: Silicon Valley Bank was loaded up with all these long term treasuries and mortgage backed securities, even though they had tremendous interest rate risk. He says the Fed didn't conceive of a stress test that stress tested rising interest rates. Schiff: If it wasn't for government regulators, this wouldn't have happened.
