He says the state Senate confirmed Rowan Wilson as chief judge, and Caitlyn Halligan was named an associate judge. The most important question going forward now is will all of this lead to New York getting yet another new congressional map? Sutter: It's very possible that it could. And one way or another, this case is likely to wind up in front of the court of appeals.
