Is Human Judgment Better Than Rules?

Research has been going on for about 70 years. And and the result is unequivocal. Rules are better than judges are at least as good. The advantage of rules is straightforward. Rules are noas free. Humans are noisy. But that turns human judgment into a rule when you remove the noise from it. If you could be a slightly less noisy human system, you would retain the benefits of human judgments, but at the same time reduce the noise. That's the focus. One point we make is that people ar e very strongly biased against rules and against algarit. We prefer decisions about us to be made by people,. even when we should know that having these decisions made by rule
