The IMF never met a dictator, it didn't like essentially. I mean going back to the roots, the creation of these institutions, they were funding colonial schemes. And the thing is these borrowers couldn't care less about the population. They weren't going to be the ones paying back the interest. So over time the IMF and World Bank basically very much preferred to work with dictators or any sort of unaccountable leaders because they didn't want to deal with new government getting elected that wasn't such a fan.
