The Cabinet Office's Stance on the Pandemic Is Based on the Wrong Default in British Political Culture

Cabinet Office has until 4 o'clock today, which is Thursday as we're recording, to decide whether to hand over everything requested all materials. Baroness Hallott chairing the official inquiry into the government response to the pandemic. It is so far dragging its feet and asserting that civil servants have the right to decide on behalf of ministers what is handed over. The cabinet offices stance is based on what I think is entirely the wrong default in British political culture, which is to withhold, not to disclose.
