The aspiration will always start conceptually. And then the issue is, okay, where's the target within there? That single target won't represent success on everything that's important to you conceptually in that area. But it can be a good surrogate. We always use the John F Kennedy example. Nobody questioned NASA in 1959 when their goal was lead the world in space exploration. It didn't meet all the criteria of the 15 metrics under lead the world into space exploration.
