Napoleon and the Peninsular War
Napoleon and czar alexander held a further summit in 18 o eight in the german principality of arfort, helpfully dubbed the congress of arfort. Napoleon's goal was to strengthen the bond the two emperors had forged at tillset and get alexander to commit to the continental system. The peninsular campaign drained money, men, material and attention from napoleon's other projects. It also brought general arthur wellesley, the future duke of wellington, to the main stage as he would lead the british forces in the peninsular war.
