The system is designed to scale for like a Photoshop age where it took time to create that image, whereas someone else could create five million other Pentagon attack photos or something like that. And this feels like that goes very slowly. It's not meant to stop variations. In fact, they're going to err on the side of caution in automatically applying notes because they want to be more precise but it's better than what they have now.
