Is There a Process of Innovation?

We'd like it to be a temporary inequality. What are the institutions that give enough return to hinnovator, but also encourage new entrance? It's not just competition policy, by the way, its institutions. What is it that creates innovators? I'll come back to this, but innovators come from too small a group in society. We have too much, potentially too much, capture of markets by existing innovators.
