Syria's bread basket is where over 70% of Syria's wheat is growing. A lot of food production takes place there as well. The US policy is to prevent the Syrian government from accessing its most fertile land and also then that wheat and that oil is then sold to help fund the governing authorities, says Peter Bergen.
