The Importance of Personal Diplomacy
The failure out of character for the Shangri-Lai dialogues of the Chinese and American defence ministers to have their own bilateral. It was a consequence of the fact that the United States had imposed sanctions on Minister Li Shenfue in his previous role as a consequence of an agreement he had made with Ross Abarron export, the Russian arms exporter. And I think it was really interesting, we might get into this a bit later. It shows how increasingly Russia and American relations are intersecting with the Russia and China relations. So there's something important there. Austin did of course acknowledge that there had been a cordial handshake but perhaps recalls the failure in 1954 at the Geneva summit
