The Central Committee of Five - A Complex Hybrid Plan

As more people became unemployed, there was less revenue in retail businesses and so on. The local economy started to crash. All sorts of civic organizations that had always been strong and numerous and dynamic in tulsa took action. But these efforts were very uncoordinated. There was a lot of duplication and waste as different organizations did the same thing. So leaders recognized that there had to be more of a coordinated effort. They created a central committee of five with delegates taken from the community fund, the chamber of commerce, the city government, the county government and the general public. And they solicited plans for how to undertake relief on a large scale.
