Don't Be a Bad Actor to Cause Data Harms With Surveillance Advertising

The harmful impacts of this kind of tracking surveillance, categorization and profiling don't require any malignant intent. The data harms that arise from them are just effects of being able to apply categories to large groups of people without their input or collaboration. You can't catch bad actors out when it's server side, right? That's the whole point. And machine learning essentially is teaching bias in a particular direction.
