Heavy Water in a Nuclear Chain Reaction

In the spring of 19 39, Salard teams up with walter zin. They are trying to create a chain reaction by using heavy water. Water absorbs so many neutronts it makes it ineffective in a chain reaction. The only way germans can think to do it is to burn a lot of coal. But they can't do that in war time and don't have enough natural resources.
