The Struggle to Balance the Speed of Technical Change
David Wheeler: The pace of technical change is a blessing, but it's also a curse because the commercial sector iterates significantly faster than the government sector does. He says there have been some efforts to address this structurally back in the early 2000s. Wheeler: There was a memorandum of understanding put in place to address coordination between the FCC and the NTIA that was updated recently.
