Butler was able to see the Haitians as people with feelings, which made it possible for him to then manipulate this feeling. The only reason why we know that this happened is because he told Congress about what had happened in Haiti and Santo Domingo. But think of all the things that did have the records destroyed or that nobody bothered to write down. And who knows what else is out there?
