In 1900, the average age at which someone published their first paper was like 23. The age of greatest achievement is like 38 or 40. Scientists on average don't decline in their 40s and into their 60s. I think we can get people out to the frontier of science much quicker. So many classes that are pointless do not need to take seven, eight years. That's largely the result of bureaucratic gunk and requirements.
