I don't think that there's it's any longer feasible for the state to see itself as having a responsibility to protect against blasphemy. Kuiper is very much in line with the thrust of his own thinking you know if you read line by line that chapter in lectures on Calvinism you'll find him wrestling with this very question and almost not quite knowing where to come down.
