Why You Should Carry Inventory
The point of carrying an inventory is that in principle, depending on the market conditions, you might draw it down. So far from lowering US gasoline prices at the retail level, at best, it would have no effect and at worst, it would increase them. You wouldn't need a government mandate to force refiners to carry inventory.
