How to Get the Trust of These Countries
In the short term, what we're looking for is trust. We might have more of a transactional relationship with a lot of these countries. The age of Africa is very young. Many of them are not going to have as many historical legitimate or illegitimate grievances against the West. And if we can fulfill on those things, maybe then we can get the trust. It just means that the U.S. has to do things that they actually care about.
