What Is Earth Level Technology?

Wolf defines three levels of technology. The smith level is what people can get without any trouble in most parts of society. There's the earth level where things like force fields or low level energy weapons are common but rare enough that you'd have to pay for them. And then there's the stellar level which wolf calls the stellar level of weapons and certainly the pistol slash blaster that Vodilous uses at the beginning of the book and that cevarian gives to Owen toward the end of the book Definitely fall on this level or flyers.
