Popper wrote, quote, in order that the explicans should not be ad hok, it must be rich in content. It must have a variety of testible consequences which are different from the explicandum. So yes, the parts of the explanation actually invoke the existence of things that previously were unseen or unobserved. Those things then form a part of the testible content of theexplana ation.
