One of the things i've struggled to understand is why the united states choseen agement with china, but overtime chose to lean towards confrontation with russia. We didn't think of enlarging our sphere of alliances in asia in the 19 nineties because there were no obvious candidates. Domestic politics played a role here, in particular, in shifting bill clinton's views. Bill clinton wasn't sure if he wanted to support nato enlargement. And then finally, within the american foreign policy lit there was this very powerful belief that if you could bring more countries into nado, this would strengthen these new democracies in eastern europe and create a vast zone of peace.
