A lot of the decisions made in the process of making that Bible were political decisions. King James says no we're not going to use that word because we don't want the biblical text characterizing a monarch as a tyrant. So one of the other rules was that there would be no explanatory footnotes. You would only have footnotes in so far as it was absolutely necessary to explain the sense of a word.
