The treasury has been using accounting gimmicks to be able to issue debt and continue making its payments even though it hit the limit. The coming week is probably the week when all these measures are no longer sufficient, says CNN's John Sutter. "They would have to make some really, really difficult decisions about who they pay," he adds.
