Is Google Ads a Better Service Than the Competition?

Google ads control 80% of the small market. If so many customers still choose Google ads, isn't that an indication that Google ads is providing a better service than the competition? The DOJ complaint uses the word black box four times that this interferes with competition. It's very difficult for small advertisers to really understand whether they're getting a good deal or not when they're using Google ads as a tool.
