We saw a flagrant violation of international law in attempting to unilately create two new so called republics on sovereign ukranian territory. At the very moment that the united nations security council was meeting to stand up for ukraine sovereignty, puton declared his war. I am authorizing additional strong sanctions and new limitations on what can be exported to russia. This is going to impose severe cost on the russian economy, both immediately and overtime. We have purposely designed these sanctions to maximize the long term impact on russia and to minimize the impact on the united states and our allies. Puten is the aggressor.
