The Mast Head of the Opet Festival in Egypt
It could have been the mast head used on sacred boats for something called the opet festival. That's an ancient festival located in the greek name thebes, but also goes by the name of luxori. It was possible that they used this thing as a way ti lit throw till i hit birds with i love that it is also bird shaped,. so they are just like hitting birds with other birds.
